I haven't seen all of this one.
What I have seen is funny, cute and a little goofy.. I'll probably try and finish this show one of these days.
There is the occational, uncofortable "loli-com" moment but Choco's innate sweetness and naiveté make you just shake your head and chuckle.

The fans at AniDB and ANN seem to think this is a good show, rating it about a 6.8 of 10..
From what I have seen I think that's a good place to start.

You'll probably have to get this via torrent.
The show came out in 2006 about the begining of the end of the Anime Boom/bubble, so I doubt anyone will pick it up,
unless they can get it real cheap or there's another Anime boom....
(I Wouldn't hold my breath on that last one . . . it might be another 10 years or so.)
Compared to some of the crap  . . . ummm . . . titles that did get a North American release this would've actually been a decent show to dub.
